Why when taking the sine, cosine, and tangent of 1740 degrees using the trigonometric circle, it is calculated by the longest angle (60 degrees) and not by the shortest angle (30 degrees) of the same quadrant?

As far as I know, the shorter side is always calculated, or what are the circumstances?
