Distribute the - 3 to the terms in the parentheses:

- 3x + 15 = - 2x + 8

Add 3x to each side and subtract 8 from each side to get variables on one side and constants on the other. 

- 3x + 15 = - 2x + 8
+ 3x - 8        + 3x - 8

And combine like terms 
7 = x
