Ultimately, Eisenhower intervened in Little Rock due to concerns for public safety.  He wanted to uphold the Constitution and the laws, but also avoid a possible bloody confrontation in Arkansas, where emotions ran rather high. He decided to send in the military in order to restore order and to allow the African-American students to enroll in school.
