"Arc cd 1\4 of the circumstance of a circle. What is the radian measure of the central angle."  Better:  'The arc CD is 1/4 the circumference of a circle.  What is the radian measure of the central angle?'

That would be 1/4 of 2pi, or pi/2 (answer)
