What trade off does locke says occurs when people live under governments?

Locke says that in order to  having your basic human rights and property protected by the elected government, you are willingly letting go of your freedom and making a choice to obey the rules set by the particular society that you live in. In todays world we can not experience total freedom because there is always some form of governmental dominance.
