First you have to do what's in the parenthesis. So 18-15 is 3.

9÷3+4

There are no exponents so you skip that step.

There is no multiplication so you skip that step.

Now, divide 9 by 3. The answer is 3.

Now add 3+4.

The final answer is 7.
