The point-slope form:

[tex]y-y_1=m(x-x_1)\\\\m=\dfrac{y_2-y_1}{x_2-x_1}[/tex]

We have the points (-3, -7) and (8, -7). Substitute:

[tex]m=\dfrac{-7-(-7)}{8-(-3)}=\dfrac{0}{11}=0\\\\y-(-7)=0(x-(-3))\\\\y+7=0\to y=-7[/tex]

Answer: y = -7.

It's a horizontal line.
