Of the crimes that are recorded by the police only about sixty percent (60%) are cleared by arrest, this is an average rate, some types of crimes can have rates that go as low as 14%, like burglary (Property Crime), or 30%, like robbery (Violent crime). Arrest, charge with the commission of the offense and turned over to court for prosecution are the criteria for clearance.
