The claim "It is morally wrong not to vote" is an example of a claim of value.
A claim of value can:
- assert that some things are more or less desirable than others
- states things are right or wrong
- states something is good or bad
It this case they are saying it is right to vote and wrong not to vote. This is what makes it a claim of value.
