C Delegates.
The event that is referred is The Constitutional Convention of May 25 to September 17, 1787. Every Delegate that was sent to Philadelphia represented the interests of each of their states. The Convention main purpose was to examine the Articles of Confederation that later resulted in the U.S. Constitution.
