1/4<y<4
==> 1/4<y
==>1/y<4 since y>0
==>-4/y>-4*4
==>-4/y>-16

1/4<y
==>1/y<4
==>5/y<20

(1)==>-16<-4/y<x<5/y<20

a=-16,b=20 ==>a+b=4
