A 5kg dog has several balloons tied to it, applying 20 N of upward tension force.
How much normal force acts on the dog?

The weight of the dog = 5 x 9.8 = 49 N.
If the upward force is 20N the net force on the ground is 49-20 = 29 N. That would be equal to the Normal force upwards ( 29 N )
