What I do is list the factors:
28 = 1 * 2 * 2 * 7 = 1 * 4 * 7
44 = 1 * 2 * 2 * 11 = 1 * 4 * 11
Since 1, 2, and 4 are on both lists, 1, 2, and 4 are the common factors.
