It's negative correlation because the dots are dropping in value.
A positive correlation starts in the bottom left corner and rises to the top right. While a negative correlation starts at the top left corner, and drops in value. No correlation has dots randomly placed throughout the graph and a line can't be drawn to represent the correlation.
