First you have to find the slope of each line to find out if they are parallel.
8 - 4 = 4
3 - 2 = 1
The slope of PQ is 4

-5 - -1 = -4
-5 - -2 = -3
The slope of RS is 4/3

The slopes aren't equal so the lines aren't parallel.
