There are 25 cats in the shelter. If the ratio is 5:3, use the fraction dogs over cats or  5/3 = x/15 and cross multiply to find the number of cats. After cross multiplying, you would get 75=3x. Then, solve for x. 75/3 is 25 so there are 25 cats if there are 15 dogs.
