Because of the policy of containment, and The Domino effect, The containment policy just saying to keep communism contained, and the domino effect being that if one country falls, all other will to, would have scared the U. S. Into creating a plan to deal with communist Cuba because of how close they are to us, and we didn't want communism to spread here
