Why are rules and laws needed to protect people's possessions, explain?

Back when the government was a fairly new concept, they put rules as land and property became important to people. Although there is "freedom", there are still certain lines you shouldn't cross, like theft, etc. People wanted to protect their possessions, so they immediately put rules and consequences against 'thieves'.
