Well, had been wanting to avoid any kind of war with the French. So what he did was he had sent ambassadors to Paris in the year of 1797 to try and regain peace with the French. But when they had arrived, the French officials had said that they wanted $250,000 before speaking with anyone Americans, let alone guarantee a truce.
