True. Theocracy can exist with monarchy, because the people that rule can be seen as gods or they could be religious leaders. For example, in Ancient Egypt, the pharaohs were seen as gods and in different cultures around the globe, religion was a big part of their culture, including the monarchy. So the answer is true.
