If the lines are parallel then they must have the same slope. The slope of the given equation is 2. We then plug the slope and point given into this equation:

y1 - y2 = (slope)(x1 - x2)
y1 - 3 = 2(x1 + 1)
y = 2x + 2 +3 
y = 2x + 5 is your final answer
