The Maximum and Minimum can not be determined on this problem because it isn't a quadratic function. Graphed, the highest point is 7 and lowest is -7 in a repeated mountain shape. Hope this helps. 
The range of cos x is -1 to + 1

So maximum of 7 cos x = 7 and minimum is -7.
