As the 7 is over 9, it is a recurring decimal, so 25/9= 2.7.7.7....
In order from least to greatest:
2.045, 2.43, 25/9
2.045 has 0 in the tenths place value whereas 2.43 has 4, so 2.43 is bigger than 2.045
