The New Deal was a series of political and economic reforms executed by President Franklin D. Roosevelt from 1933 to 1936 as a response to the Great Depression which the country went through 1929 to 1933.
The reforms were widely debated upon in both chambers of Congress. While some of them were approved, others were observed. One of the most important reforms was the Social Security Act.
However, due to its political nature, the Judicial branch of government had a distant position regarding these affairs. This is what this cartoon is trying to depict.
