The best way to do this one is to write an equation. Let s be the number of seats and r be the row number.
The equation is s = 5r + 4
The number of seats is equal to 5 seats per the row + 4 starting seats
now we plug in 23 for r
and solve
s = 5(23) + 4
s = 115 + 4
s = 119
