Function of a political party refers to a list of roles that the poltiical parties had to fulfill during the governing process.
Calling for a recount is not considered to be a function because it rarely happen in elections, so we cannot consider it as an intrinsic role of the poltical prty. Request for a recount only occurs if the end votes resuts between candidates is extremely close.
