It's D because 9/100 is 0.09 and 4/10 is 0.40 and 0.40 is bigger than 0.09

D. 0.09 < 0.40 because for 4/10 the 4 must be in the tenths place of the decimal and for 9/100 the 9 must be in the hundredths place.
