y=4x²-7x+13
y-13=4(x²-(7/4)x)
y-13+4*(7/8)²=4(x²-2*(7/8)x+(7/8)²)
y-13+4*(7/8)²=4(x-(7/8))²
y-13+ 3.0625=4(x-0.875)²
y-9.9375=4(x-0.875)²
y=4(x-0.875)² +9.9375
